VI.-DEGREE OF BACHELOR OF EDUCATION.

ORDINANCE of the University Court of the University of Aberdeen, No. 8. [Institution of a Degree in Education and relative Regulations.]

At Aberdeen, the Twelfth day of March, Nineteen hundred and eighteen years.

WHEREAS, by Section 21 of the University (Scotland) Act, 1889, it is enacted that after the expiration of the powers of the Commissioners under the said Act, the University Court of each University shall have power to make such Ordinances as it thinks fit, with the approval of His Majesty in Council; inter alia (Subsection 2) "altering or revoking any of the Ordinances affecting such University which have been or may be framed and passed under the Universities (Scotland) Act, 1858, or this Act, and making new Ordinances":

And whereas, by Section 14 of the said Universities (Scotland) Act, 1889, the said Commissioners had power to make Ordinances to regulate, inter alia, the granting of Degrees and the institution of new Degrees:

And whereas the powers conferred on the said Commissioners have expired:

And whereas it is expedient that, in order to promote the higher study of the Theory, History, and Practice of Education, the University of Aberdeen should institute a Degree in Education and should enable graduates of the University who obtain the Degree to proceed to Higher Degrees in Arts and Science, and should frame regulations for the same:

Therefore, the University Court of the University of Aberdeen hereby statutes and ordains as follows:

I. A Degree in the Theory, History, and practice of Education may be conferred by the University of Aberdeen, viz., Bachelor of Education (Ed.B.).

PRELIMINARY QUALIFICATIONS.

II. A candidate for the Degree of Bachelor of Education must, after a course of study extending over not less than three Academical Years, have obtained a Degree in Arts or in Science (hereinafter called the "previous Degree") either in a Scottish University or in some other University approved for this purpose by the University Court on the recommendation of the Senatus. In place of the previous Degree a University qualification recognised by the University Court after consultation with the Senatus, as equivalent to such Degree, may be accepted.

CURRICULUM FOR THE DEGREE.

III. The Curriculum for the Degree of Bachelor of Education shall extend over not less than two Academical Years, within the meaning of University Court Ordinance No. XXIV. (Aberdeen No. 2), Regulations for Degrees in Arts, and such Academical years shall be subsequent to the completion of the third Academical Year of study required for the previous Degree.

IV.-1. The Curriculum for the Degree of Bachelor of Education shall consist of the following qualifying courses of instruction:(1) The Principles of Biology, with Laboratory Practice.

(2) The Principles of Psychology (Ordinary Course in Comparative Psychology), with Laboratory Practice.

(3) The Principles of Psychology, Advanced Course (including the evolution of mental processes and powers and their development in the individual).

(4) Ordinary Course in the Theory and History of Education. (5) Advanced Course in Education :-

(a) Educational Theory and Criticism.

(b) History of Education, including the study of original sources in one period.

(6) Modern Educational Systems and Problems. (7) Experimental Education.

2. There shall be Two Stages in the Curriculum :

The First Stage, not to be completed before the end of the first Academical Year of the Curriculum, shall consist of Nos. (1), (2), and (4) of the aforesaid courses. A candidate who has already taken in his curriculum for the previous Degree any of the following subjects and has passed therein an examination qualifying for that Degree on a prescribed standard, viz., (a) the course in Principles of Biology or a course in another subject which may be held by the Senatus as equivalent thereto, or (b) the Ordinary Course in Comparative Psychology, or (c) the Ordinary Course in the Theory and History of Education, may be exempted by the Senatus from attendance on that course or those courses in the Curriculum for Graduation in Education; provided that he take in place thereof an equivalent course or courses in the Department of Mental Philosophy, or such other course or courses as may be approved by the Senatus.

The Second Stage, not to be completed before the end of the second Academical Year of the Curriculum, shall consist of Nos. (3), (5), (6), and (7) of the aforesaid courses; the standard of these courses shall be not lower than that of the Honours Courses for the Degree of M.A. No candidate shall be allowed exemption from any of these courses on the ground of having

taken them for his previous Degree, with this exception, viz., that if a Candidate has attended an Honours Course in Principles of Psychology he may be exempted from attendance on No. (3), but, if so, he shall be required to take in place thereof an equivalent course to be approved by the Senatus.

3. A candidate for the Degree shall not be deemed to have attended a qualifying course as part of the Curriculum who does not present a certificate bearing, not only that he has regularly attended the course, but also that he has duly performed the work thereof.

4. If the development of the higher study of Education or the increase, either within or without the University, of provision for the study of special branches of Education should appear to render it expedient to add to or to modify the Curriculum laid down in this Ordinance, it shall be within the power of the University Court, upon the recommendation of, or after consultation with the Senatus, to make additions or modifications: provided always that the number of qualifying courses be not less than seven.

5. All such additions or modifications as the University Court may propose to make under the foregoing Sub-section 4 shall be communicated by the Court to the General Council; and any representation made thereon by the General Council within two months from the date of such communication shall be duly considered by the University Court before such additions or modifications are made.

V. The Senatus, with the approval of the University Court, shall determine the number of class meetings that shall constitute a qualifying course of instruction in each subject of the Curriculum, including meetings for tutorial or other supplementary instruction, and meetings for Laboratory Practice, where this has been prescribed under Section IV. 1 of this Ordinance.

VI.-1. Of the courses of instruction enumerated in Section IV. 1 of this Ordinance, four at least must be taken in the University of Aberdeen.

2. The other courses of instruction may be taken in another University or at a Training Centre or College approved by the University Court for the purpose: provided (a) that the University Court, after consultation with the Senatus, is satisfied that such courses are equivalent in scope and standard to the corresponding qualifying courses in the University of Aberdeen; and (b) that the fees for such courses, taken for purposes of Graduation at a Training Centre or College in Aberdeen approved as aforesaid, are not less than the fees for corresponding courses in the University.

VII. Before admission to the First Examination for the Degree, the candidate shall produce evidence, either (i) that he has duly

attended a course of Professional Training, extending over not less than two Academical Years under a Provincial Committee for the Training of Teachers or in an approved Training College for Teachers, and has attained therein to a satisfactory standard of proficiency as a Teacher; or (ii) that he has, after obtaining the previous Degree, duly attended a course of Professional Training, extending over not less than one Academical Year, under a Provincial Committee for the Training of Teachers or in an approved Training College for Teachers, and has attained therein to a satisfactory standard of proficiency as a Teacher; or (iii) that he has, after obtaining the previous Degree, held appointment for not less than three years as a Teacher in one or more Schools or Educational Institutions, approved for this purpose by the University Court, after consultation with the Senatus; but this last alternative shall be open for adoption by a candidate for a period of five years from the date when this Ordinance shall come into force, and no longer.

BOARD OF STUDIES.

VIII.-1. The Senatus shall institute a Board of Studies in Education corresponding in general to the scope of the teaching for the Curriculum, including therein such Members of the Senatus and Lecturers in the University as it may from time to time select; and the Senatus shall appoint one of the Members of the Board to be Convener thereof.

2. The Principal and the Deans of the Faculties of Arts and Science shall be ex officiis Members of the Board of Studies. The Convener shall preside if present, and in his absence each meeting shall appoint its own Chairman; and the Convener and Chairman, as the case may be, shall have a deliberative, and, in cases of equality, a casting vote.

3. The Board of Studies may invite the attendance, for purposes of consultation, of any Lecturer of a Training Centre or College in Aberdeen approved as aforesaid, who conducts a qualifying course of instruction in any subject of the Curriculum.

4. Before the end of each Academical Year, the Board of Studies shall prepare and submit to the Faculties of Arts and Science a scheme setting forth the special subjects and books proposed for the qualifying courses of instruction, and for the corresponding Examinations for the Degree to be held, in the case of the First Examination, within the next Academical Year, and, in the case of the Final Examination, within the next Academical Year but one. The scheme, with such observations as the Faculties of Arts and Science may see fit to make thereon, shall then be transmitted to the Senatus for its sanction.

IX. If at any time the University Court, upon the recommendation of, or after consultation with, the Senatus, deems it expedient that a separate Faculty of Education be created in the University, the University Court may create such a Faculty and determine its constitution and composition; provided that the University Court shall have first communicated its intention to the General Council and shall have duly considered any representations made thereon by the General Council within two months from the date of such communication. And when a separate Faculty of Education is created, the Board of Studies in Education shall report to it instead of to the Faculties of Arts and Science.

EXAMINATIONS FOR THE DEGREE.

X. There shall be two Examinations for the Degree of Bachelor of Education, namely (1) a First Examination; and (2) a Final Examination.

XI.-1. The subjects of the First Examination shall be those forming the First Stage in the Curriculum, namely, Nos. (1), (2) and (4) enumerated in Section IV. 1 of this Ordinance. subjects may be taken together or separately in the Examination, but not before the qualifying courses in that stage are completed. 2. The standard of examination shall be not lower than that of the Advanced Courses in subjects of examination for the Ordinary Degree of M.A.

3. A candidate shall not be admitted to the First Examination until he has obtained the previous Degree, nor until the end of one session after the completion of the third Academical Year of study required for the previous Degree.

4. No candidate shall be exempted from examination in any of the subjects of the First Examination on the ground that he has passed in a corresponding subject for the previous Degree.

5. A candidate who has obtained a Diploma in Education in another University under conditions that are deemed by the Senatus to be equivalent to those prescribed in this Ordinance for the First Stage of the Curriculum, may be exempted by the Senatus from attendance on all or any of the courses of the First Stage and from passing the whole or a part of the First Examination.*

XII. 1. The subjects of the Final Examination shall be those forming the Second Stage of the Curriculum. These subjects must be taken together in the Examination and not before the candidate has completed the qualifying courses of the Second Stage.

By resolution of 30th May, 1922, the Senatus Academicus accepts under this Section the Diploma in Education formerly granted by the University of Aberdeen.
