DEPARTMENT OF THE INTERIOR, BUREAU OF EDUCATION, Washington, D. C., April 3, 1877. SIR: The International Educational Conference, held in connection with the International Exhibition at Philadelphia last summer, passed the following resolution: Resolved, That, in the opinion of this conference, it is desirable that there should be held at the next universal exposition an international educational congress, and that the United States Commissioner of Education is hereby requested to take such steps, whether by correspondence with foreign governments or otherwise, as to him shall seem most proper to bring about that result. It seems most essential, in the execution of the purpose committed to me by the conference, to have printed copies of its proceedings, as the basis of correspondence with foreign powers. The information concerning the state of education in other countries, as it was given informally by the residents of the different countries who were present during the session of the conference, will be of special interest to the educators of this country.
