To supplement appropriations available for per-
sonal service, line items for personal service and
appropriations for other related employee bene-
fits, other than appropriations for the legislature
and judiciary, in order to provide the annual sal-
ary required for a position by the grade to which
such position is allocated or reallocated or the
annual salary required by the title to which such
a position is classified or reclassified; to provide
the annual salaries to which officers and employ-
ees are entitled by law upon appointment, pro-
motion, transfer or reinstatement; to pay over-
time compensation and vacation credits in accord-
ance with the provisions of the attendance rules
for employees in New York State departments
and institutions.

The moneys hereby appropriated are also to be
available for the payment, not to exceed the
amount of $1,500 for each such payment of prior
years' deficiencies for the above purposes.
The comptroller is hereby authorized to pay the
expenditures required by the foregoing for any
State department or agency from any appropria-
tion available to such State department or
agency. To the extent that such appropriations
are insufficient to accomplish the purposes re-
quired herein, the appropriation hereby made
shall be allocated by the director of the budget
to the various departments and agencies in the
amounts necessary to pay the expenditures pre-
scribed

For services and expenses of manpower development and training and for State participation in affirmative action programs, including costs of administration, institutional training, individual referral training, payments to sponsors for onthe-job training and training, subsistence and travel allowances to trainees. The allowances to be paid shall be determined by the industrial commissioner with the approval of the director of the budget. In determining the amount of the allowance for trainees participating in classroom instructions under an affirmative action program, the industrial commissioner shall not be limited by the provisions of Article 23-A of the Labor Law and standards established thereunder, but may provide for amounts which are reasonably calculated to meet the needs of the trainees and the training, taking into account wages paid in the occupation for which they are being trained and any other relevant factor. However, in no event shall the weekly allowance exceed the wages prevailing in the occupation to which the training is directed....
