WHEREAS by virtue of Two Acts, made in the Fifty feventh and Fifty eighth Years of King George the Third, to encourage the Establishment of Banks for Savings in England, a Debenture [or, Debentures] whereof the Principal, [or, the Principal and Intereft] amounting to the Sum of Pounds, hath [or, have] been received at the Office of the Commiffioners for the Reduction of the National Debt, on account of the Saving Bank established at in the County of

Now this Debenture is in Exchange for the fame, and is chargeable on the Monies or Funds ftanding in the Names of the Commiffioners for the Reduction of the National Debt at the Bank of England, and entitles the faid Saving Bank to the said Sum above stated, carrying an Intereft after the Rate of Three Pence per Day for every One hundred Pounds, from the Day of the Date hereof inclufive, payable at the Bank of England to the Trustees, or to their Ufe, by the Order of Two of fuch Trustees, on the Twentieth Day of May [or, Twentieth Day of November] next after the Date hereof, or at any other time, upon the Production of such Order at the Office of the faid Commiffioners, and the Indorsement hereon of the Names and under the Hands of Two of the Trustees of the faid Saving Bank, directing Payment thereof to be demanded by the Perfon producing the fame; and the Interest fhall in all cafes be computed from the Day of the Date of the Debenture inclufive, up to and including the Five Days following the Day of the Date of fuch Order.

An Act to explain Three Acts, paffed in the Forty fixth, Forty seventh and Fifty first Years of His Majefty's Reign, respectively, for the Abolition of the Slave Trade.

[30th May 1818.]

WHEREAS an Act was paffed in the Forty fixth Year of

the Reign of His prefent Majefty, intituled An Ad to prevent the Importation of Slaves by any of His Majesty's Subjects into any flands, Colonies, Plantations or Territories belonging to any Foreign Sovereign, State or Power; and also to render more • effectual a certain Order made by His Majefty in Council on the Fifteenth Day of Auguft One thoufand eight hundred and five, for prohibiting the Importation of Slaves (except in certain Cafes) into any of the Settlements, Islands, Colonies or Plantations on the Continent of America or in the Weft Indies, which have been surrendered to His Majefty's Arms during the prefent War; and to prevent the fitting out of Foreign Slave Ships from British Ports: And Whereas 47 G. 3. Seff. 1. Year of the Reign of His prefent Majefty, intituled An Act for rendering more effectual an A&t made in the Forty Seventh Year of His Majefty's Reign, intituled An Act for the Abolition of the • Slave Trade: And Whereas divers Perfons have, contrary to Law, imported into certain of His Majefty's Poffeffions on the Continent of South America, certain Negro Slaves from other Poffeffions of His Majefty: And Whereas it is expedient that all Persons who have been concerned in advifing, authorizing or making fuch Im'portations of Negro Slaves as aforefaid, contrary to Law, fhould be indemnified, inafmuch as fuch Importations have been made ' under a belief that they were authorized by Law;' Be it therefore enacted by The King's Moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, and by the Authority of the fame, That the faid Importations be and be deemed valid and of due Force in Law; and that all perfonal Actions and Suits, Indictments, Informations and all Profecutions and Proceedings whatsoever, which have been or fhall be hereafter profecuted or commenced against any Perfon or Persons for having advised, authorized or made any fuch Importation at any time before the paffing of this Act, be, are and fhall be difcharged and made void by virtue of this Act; and that if any Action or Suit fhall be profecuted or commenced against any Perfon or Perfons for or by reason

II. And be it also enacted, That if any Action or Suit hath been already commenced against any Perfon or Perfons for any fuch Importation, it fhall and may be lawful for the Defendant or Defenders in fuch Action or Suit respectively, in whatever Court of the United Kingdom of Great Britain and Ireland or in any of His Majefty's Poffeffions on the Continent of South America, or in the West India Islands, fuch Action or Suit fhall have been commenced, to apply to fuch Court or Courts respectively, to stay all Proceedings thereon respectively, by Motion in a fummary Way, and fuch Court or Courts are hereby required to make Order for that Purpofe accordingly; and the Court or Courts making fuch Order fhall allow and award to the Defendant or Defenders refpectively Double Cofts of Double Cofts. Suit, for which they fhall respectively have the like Remedy as in

III. And Whereas it has been represented that there is in the Bahama Ilands, and on certain Eftates in the Ifland of Dominica, a confiderable Quantity of the Land which, from Length of Cultivation, has become exhausted: And Whereas it has in confequence become impoffible for the Proprietors of fuch Land to find profitable Employment and Subfiftence for the Negro Slaves who are their Property, and have hitherto been fupported by cultivating the faid Land: And Whereas it might tend to ameliorate the Condition of the faid Negro Slaves if they could by Law be transported to certain of His Majefty's Poffeffions on the Continent of South America, to which by Law they cannot now be transported;' Be it enacted, That from and after the paffing of this Act, it fhall and may be lawful for His Majefty, by and with the Advice of His Privy Council, to grant Licences for the Transportation of fuch Slaves from any of the faid Iflands to any of the faid Poffeffions on the Continent of South America, under certain Regulations and Reftrictions, to be hereinafter provided: Provided always, that no fuch Licence fhall be granted unlefs upon a Reprefentation to His Majefty's Moft Honourable Privy Council, from the Proprietor of fuch Negro Slaves, who fhall be required to produce fatisfactory Proof that the faid Slaves may be fo transported without Difadvantage to themselves, and unless he fhall enter into Bond to remove the faid Negro Slaves in Families.

IV. And be it further enacted, That it fhall and may be lawful for His Majefty, by and with the Advice of His Privy Council, to make fuch further Rules and Regulations, with refpect to the Tranfport and Destination of any fuch Negroes, with fuch Penalties and Forfeitures for the Breach thereof, as fhall feem fit and neceffary to His Majefty, by and with the Advice aforefaid.

V. Provided always, and be it further enacted, That it fhall not be lawful for any Perfon or Perfons to embark, ship, export or carry upon the Sea, any Slave or Slaves from any fuch Settlement or Territory, now belonging to, or under the Dominion, or in the Poffeffion of His Majefty, on the Continent of South America, to any other Country, Ifland, Territory or Place whatever, whether under the Dominion of His Majefty, or of any Foreign Sovereign, State or Power; any thing in the faid recited Acts or either of them, or in any other Act or Acts of Parliament to the contrary notwithstanding Provided also, that nothing hereinbefore contained shall extend or be conftrued to extend to prohibit or prevent the embarking, fhipping, exporting or carrying by Sea any Slave or Slaves from any fuch Settlement or Territory of or belonging to, or under the Dominion, or in the Poffeffion of His Majefty, on the Continent of South America, to any other Settlement or Territory now belonging to, or under the Dominion, or in the Poffeffion of His Majefty, on the faid Continent of South America, so as that fuch Slaves are embarked, shipped and fo carried by Sea, under and subject and according to all the Reftrictions, Regulations, Penalties and Forfeitures in the faid recited Acts or either of them contained, in relation to the carrying of Slaves from one Island, Colony or Plantation belonging to His Majefty, to ploying Slaves in any other Ifland, Colony or Plantation belonging to His Majefty: Provided also, that nothing hereinbefore contained shall prevent or be
