C. The Judiciary Subcommittee met, pursuant to call, at 10:40 a. m., in room 445, House Office Building, Hon. Oren Harris, chairman of the subcommittee, presiding. Present: Representatives Harris, Abernethy, Teague, Redden, Auchincloss, Allen, and Sittler. Mr. HARRIS. May we come to order. This morning the subcommittee has met to take up the proposed legislation, S. 1976; and I assume we have before us for consideration other bills that might be before the House in connection with home rule for the District of Columbia. I do not know at the moment just how many other bills are pending, but I do know that one member of this subcommittee has a bill pending in the House, which I believe is identical with the bill that the Congress had before it for consideration in the last session. There might be some differences, but Congressman Klein of New York has mentioned it to me on several occasions. And then of course there are some related bills affecting various provisions of the proposals regarding home rule for the District of Columbia. But the purpose of the meeting this morning is to take up the bill which has already passed the Senate, S. 1976. (The bill S. 1976 is as follows:) [S. 1976, 82d Cong., 2d sess.] AN ACT To provide for home rule in the District of Columbia Be it enacted by the Senate and House of Representatives of the United States · of America in Congress assembled, That this Act, divided into titles and sections according to the following table of contents, may be cited as the "District of Columbia Charter Act".
