REPORT OF PROGRESS IN STUDIES FOR ECONOMIC HISTORY OF THE WAR

Subject The Economic History of the War in general, but especially as regards conditions in Great Britain and Ireland.

Report of Mr. Hirst: I have been collecting information of all kinds from the very beginning of the war. At first I had the assistance of Mr. Leonard Reid, who however unfortunately fell ill. On January 1, 1915, Mr. E. T. Brown joined and has since read systematically a large number of newspapers following my plan of arranging the extracts in chronological order. My own extracts are, as a rule, cut out and pasted by Miss Rhodes. Mr. Harold King is also helping the newspaper collection.

I am in hearty agreement with the Committee as to the desirability of a resident in each country conveying his impressions. He should, I suggest, be

(1) an independent onlooker (2) with a competent knowledge, if possible, of economics as well as of finance.

In some cases it might be well to have two sets of impressions, or even more, e. g., 1. by a Professor of Economics

2. by a Business man.

Personally I should like to see:

1. A chronological history of the war compiled for each important country. These would be printed separately, and later condensed and amalgamated.

2. A series of monographs or impressions, e. g., by a Dutch expert like Mr. E. Heldring; by American experts concerned in Belgium relief, etc., by British

banker and shipper, a Swiss gambist, a French farmer, a Liverpool grain mer

chant, a Norwegian shipowner, etc.

Report from Mr. Brown: During 1915 I read each day the following papers: The Times, Morning Post, Daily Chronicle, Daily News, Manchester Guardian, Yorkshire Post, Birmingham Post, South Wales Daily News, Glasgow Herald, Dundee Advertiser, Aberdeen Free Press, Irish Times, Belfast News Letter, and other papers are frequently recommended for special articles or items of news bearing on the subject. * * * The cuttings are all arranged in chronological order, and up to the present I have filled sixty-four scrap-books of thirty-six pages each. Each cutting is dated and its source indicated.

Professor Reinsch reports that Mr. P. Herrera de Huerta, former chargé d'affaires of Mexico, is helping him with the collection of material in China.
