STATEMENT OF REQUIREMENTS FOR APPROPRIATION FOR THE FISCAL YEAR ENDING JUNE 30, 1918 SHOWING ALSO AMOUNTS APPROPRIATED FOR FISCAL YEAR ENDING JUNE 30, 1917 ANNUAL MEETING OF THE TRUSTEES, 1917 Resolutions Adopted and Appropriations Voted The annual meeting of the Trustees of the Carnegie Endowment for International Peace was held at the Headquarters Building, No. 2 Jackson Place, Washington, D. C., on April 20, 1917. It was preceded by a special meeting of the Board on the afternoon of April 19. [See page 36.] At these meetings the following resolutions, several of which had been submitted in advance for discussion and action, were adopted by the Board: Peace Through Triumph of Democracy Resolved, That the Trustees of the Carnegie Endowment for International Peace, assembled for their annual meeting, declare hereby their belief that the most effectual means of promoting durable international peace is to prosecute the war against the Imperial Government of Germany to final victory for democracy, in accordance with the policy declared by the President of the United States. Reconstruction of Devastated Homes in Europe Resolved, That as an act of sympathy with the suffering which has fallen upon innocent and helpless noncombatants in the existing war, the sum of five hundred thousand dollars be, and it is hereby, appropriated as a separate fund, to be expended by the Executive Committee as speedily as may be to aid in the reconstruction of homes in the devastated portions of France, Belgium, Servia, or Russia. An International Court of Justice Resolved, That the Carnegie Endowment for International Peace shall make a special effort to overcome the remaining obstacles to the establishment of an international court of justice, and to this end the Executive Committee is authorized and directed to take such action and at such time as it may deem proper. Services Tendered to the Government Resolved, That the Endowment offers to the Government the services of its Division of International Law, its personnel and equipment, for dealing with the pressure of international business incident to the war.
