The Old World collectors are not only careless but they are also poor sports. They are neither willing to pay the price nor let others pay it. The Frenchman seems to be the most hostile of all. When Dr. Rosenbach bought the Shuhmann library of French illustrated books of the eighteenth century in Paris a few years ago, laws were immediately passed These laws, prohibiting such exportations. however, were later relaxed and then came Dr. Rosenbach's purchase of the celebrated Roederer library and now there is a clamor for the reenactment of legislation calculated to preserve French art and literary rarities for the French people.
