R. WORTHINGTON, 750 Broadway, New York, has ready this week "Our Birds of Prey; or, The Eagles, Hawks, and Owls of Canada," by Henry G. Vennor, F.G.S., of the Geological Survey of the Canadas, of whom it is said that his enthusiasm for the feathered population of the country has secured for him the name of the Audubon of Canada. He has also won distinction by his remarkable weather prediction, and is popularly known as the Old Probabilities of the Dominion. The volume is a handsome quarto, uniform with Audubon's shouldBirds,' beautifully printed, containing thirty full-page illustrations of birds of prey, superb specimens of photography by William Notman, the celebrated photographer of Montreal, which alone are worth the price of the book.

MORE STATE BOOKS.

behind him, on getting the people of Minnesota into the pretty scrape of guaranteeing him a cash profit of from 100 to 200 per cent on all the text-books used in the State of Minnesota for the next fifteen years. Seriously, the bill is a far greater wrong, and seems to conceal a much greater job, than any alleged against the publishers. The articles of the Publishers' Board of Trade, which in no way prevent a publisher from reducing his retail prices, simply prohibit a greater discount than forty per cent from those prices-a measure adopted to check the agency system, at which the bill also is aimed. In the present unfortunate ignoring of the retailers by the school-book publishers, a State paying cash can obtain the full forty per cent without difficulty, which makes about the price which, counting the cost of transmission," and other expenses in this connection, the State must pay for Mr. Merrill's books If a trial balance is struck, it will be seen that there is a saving of perhaps five per cent now, while the State puts out of its power for fifteen years any advantage from the probable reduction of prices in the near future. This without considering any other of the weak points of

COMMUNICATIONS.

THE SCHOOL-BOOK QUESTION.

ST. LOUIS, Feb. 14, 1877. To the Editor of the Publishers' Weekly:

Has the resolution of the American BookTrade Association, "that a discount not exceeding 20 per cent on ... school-books

may be allowed by publishers. . . to large buyers outside the trade," ever been repealed?

THE most extreme instance yet of the "State books" project has just passed the Minnesota Senate as a popular measure, and is reasonably likely to become a law, unless it should be disapproved by the governor. This definitely puts the whole supply of school-books throughout the State under an exclusive contract with Daniel D. Merrill, of St. Paul, Minnesota, a local bookseller. He is to furnish, under bonds of $25,000, "suitable school-books" "equal in quality, as to matter and material," to the text-books now in general use (which are named in the bill), and acceptable to certain commissioners named, at specific rates, which average a little more than one half the present retail prices ($4.87 for the series of 13 books, the retail price being now $9.39). The contract is to hold for fifteen years, though the books are subject to revision every five years. The State Superintendent of Public Instruction is to add to the specified prices sufficient to cover the cost of transmission to the several counties, and the books are to be sold at this retail price to the scholars by the teachers. The proceeds are to be collected by the counties, and sent to the State, but Mr. Merrill is to have his money on delivery of the books, "a revolving fund," as the bill calls it, of $50,000 being appropriated for these advances. If, as is wildly alleged by the St. Louis Globe-Demo-years-and so on ad infinitum. In short, what crat (which is leading the crusade at the West, and which as wildly advocates the repeal of copyright on text-books, so that every publisher can "begin printing the books formerly issued by his neighbor"), the publishers make "a profit of 300 to 400 per cent on their books," we must congratulate Mr. Merrill, or whosoever is

If not, why do the publishers of Readers guarantee that these books shall be sold for TWO YEARS at 333 per cent discount from present retail prices," if our School Board will adopt them?

It is very evident that no one in the retail trade here can sell the books according to that guarantee, and it must be that the publishers themselves propose to furnish them to the School Board or the pupils direct as the cir cumstances require. If the by-law of the Publishers' Board of Trade permitting introduc tion to continue for ninety days can be stretched to cover two years, why may it not be for five

need is there for the city of St. Louis to have any retail booksellers at all, if such a condition of things is to obtain here?

LITERARY AND TRADE NOTES.

THE "Essentials of English Grammar," by Prof. W. D. Whitney, is now published by Messrs. Ginn & Heath, of Boston. The great philological, linguistic, and literary ability of Prof. Whitney will cause this work to be welcomed with unusual favor.

The above cut represents a patented stand having an ink-well at the bottom, so constructed that the last drop of ink can be consumed. This stand and ink is got up expressly to meet the demand for an ink to sell at five cents per bottle, and contains one ounce of the best quality of black, warranted to give entire satisfaction to the trade and consumers. York.

W. H. WOGLOM, 239 Greenwich street, New York, has a new jet-black ink which is notable for its fluidity and permanency of color. It is said that it will not thicken in the stand, and is jet black as soon as used. It is also a splendid ink for ruling lines, as it will not break, and runs evenly from the pen. This Ink is especially adapted to musical composers and others requiring a jet-black ink, at the same time even and permanent in color.

F. H. DUNKINSON & Co.'s pure Irish linen papers having met with considerable favor in the Canadas, they have felt compelled to secure their papers from infringement, and accordingly their trade-mark was registered in Ottawa February 8th, 1877, in accordance with the trademark and design act of 1868.

T. V. SMITH (late of J. O. Smith & Sons), 58 William street, New York, has a new cuspadore which he intends introducing to the stationery trade; price, $6 per dozen net. No neat and well-fitted office is complete without such an article. It is self-righting in shape, and is very handsomely japanned. Mr. Smith has added to his line of specialties the goods of the Hart, Bliven & Mead Manufacturing Company, American Shears Company, Fairbanks & Company (Scales), and Patent Cuspadores; all of which he can furnish to the trade at bottom prices.

JOHN WILEY & SON have in preparation, and to be ready soon, a translation of Prof. Jacob J. The work is undertaken by Prof. A. Jay DuBois, of Bethlehem, a friend of the author's, whose name is already favorably known in connection with his "Graphical Statics," a new edition of which is now in press. Prof. DuBois has nearly ready a work on Hydraulics and Hydraulic Motors, with the Theory of Steam Engine, translated from vol. 2 of Weisbach's Engineering.
