Proceedings of the House of the Eighth Legislative Assembly of the Territory of Oklahoma.

FIRST DAY

Guthrie, Oklahoma Territory,

Tuesday, January 10, 1905.

This being the day fixed by law for the convering of the Territorial Legislative Assembly, and the hour of 2 o'clock P. M. having arrived, those declaring themselves elected members of the House of Representatives of the Eighth Legislative Assembly of the Territory of Oklahoma met in the Hall designated by the Secretary of the Territory as "Representative Hall."

W. W. Noffsinger declaring himself a member-elect, called the House to order.

Mr. Gandy of Woodward Conuty placed Frank G. Prouty of Lincoln County in nomination for temporary chairman. He was unanimously elected.

J. P. Becker of Grant County was elected temporary secretary. The chairman declared the temporary organization of the House of Representatives to be complete and perfected.

As provided by law, a committee of five was appointed on credentials, as follows: Mr. Gandy of Woodward County, Mr. Ross of Woods County, Mr. Lydick of Cleveland County, Mr. Taylor of Noble County, Mr. Robinson of Greer County.

On motion of W. N. Walker, the report of the Committee on Credentials was adopted.

The oath of office was administered to all members of the House by B. F. Burwell, Associate Justice of the Supreme Court.

The selection of the permanent organization was then declared to be in order.

On motion of Mr. Ballinger, a committee of three was appointed on Permanent Organization, as follows: Mr. Ingmire, of Garfield County; Mr. Ross of Woods County; Mr. Hogg of Day County. The committee reported as follows:

Mr. Chairman:

Your Committee on Permanent Organization, of the House of the Eighth Legislative Assembly respectfully recommend that the House act as a Committee of the Whole, and make their nominations according to their respective caucuses.

A roll call of House for nominations for Speaker was made.

Mr. Ballinger placed J. B. Norton in nomination, and was seconded by Mr. Daniels.

Mr. Maxwell placed J. D. Lydick in nomination, and was seconded by Mr. Bryan. The roll call resulted as follows:

J. B. Norton received 14 votes; J. D. Lydick, 10 votes, Mr. Norton and Mr. Lydick not voting.

Mr. Norton receiving the majority of the votes cast, was duly declared selected Speaker of the House of Representatives of the Eighth Legislative Assembly.

The oath of office was administered to Mr. Norton as Speaker, by Associate Justice B. F. Burwell.

A committee from the Council notified the House that the Council of the Eighth Legislative Assembly of the Territory of Oklahoma was organized and ready for business.
