Liverpool merchant; born at Liverpool, 29 December, 1809; educated at Eton, and Oxford, where he was a double-first; entered Parliament in the Conservative interest as mp. For Newark, 1832; Lord of the Treasury in Sir Robert Peel's Ministry, 1834; Under Secretary of State for the Colonies, 1835; vice-president of the Board of Trade and Privy Councillor, 1841; President of the Board of Trade, 1843 - 5; Secretary of State for the Colonies, 1846; returned for the University of Oxford at the General Election, 1847, and continued to represent that constituency until 1865; finally separated himself from the Conservative party in 1852; Chancellor of the Exchequer in Lord Aberdeen's Administration, 1852-5 again Chancellor of the Exchequer under Lord Palmerston, 1859 - 65; defeated at Oxford at the General Election, 1865, but returned for South Lancashire; on the death of Lord Palmerston, in 1865, continued in office as Chancellor of the Exchequer under Earl Russell, and became Leader of the House of Commons; introduced the Government Reform Bill, 1866, which being defeated in Committee, the Russell Ministry resigned; at the General Election in 1868 defeated in Lancashire, but returned for Greenwich, which Borough he still represents.
