PAYMASTEER GENRAL'S OFFICE,

The following from the Adjutant General's Office, under date of the 14th inst., are published for the information and guidance of all officers of this Department:

"SIR: I have the honor to inform you that it is represented to this office, that instances have occurred where enlisted men of volunteers, discharged on expiration of term of service, have received a settlement of their dues on final statements furnished them by Regimental Officers. This is in violation of existing regulations, which require that enlisted men of the volunteer force, at the expiration of their term of service, should be mustered out of service in the regular way, and paid on muster-out rolls.

"It is the duty of Mustering Officers, Commissaries and Assistant Commissaries of Musters to look after the interests of the United States, as well as the soldier, in order to prevent fraud, which might otherwise be practised; and the importance of adhering to the muster-out rolls as the basis for final payment of volunteers discharged from service, cannot be over-estimated.

"Existing regulations except from this general rule only men discharged on certificate of disability by special order, and those discharged in hospital on expiration of term of service as unable to travel, who are paid on final statements. In the latter case the fact that they are unable to travel home, and that the chief mustering officer of the State has been notified of the man's discharge, and that final statements were given him, should be noted upon his discharge and final statements. This notification is intended to prevent double payments.

All other volunteers discharged will be paid on muster-out rolls only.

"SIR: I have the honor to acknowledge the receipt of your communication of September 24, 1864, (referred to this office by the Paymaster General United States Army,) in relation to bounty due Band Leaders of the Regular Army. "In reply I am directed to inform you that where Leaders of Bands do not have the assimilated pay of commissioned officers, they are entitled to the bounties and allowances of enlisted men.

The following decision, received from the War Department, is published for the information and guidance of all officers of the Pay Department:

"WAR DEPARTMENT,

"ADJUTANT GENERAL'S OFFICE,

"Washington, April 19, 1864.

"Officers on veteran furlough receive full pay for the period during which they are absent. They are considered as awaiting orders.

PAYMASTER GENERAL'S OFFICE,

The following decision, received from the War Department, will be observed by all officers of the Pay Department:

"Drafted men, when serving with regular troops, will be paid in the manner provided for regulars, and will reap the consequent benefits.

This is understood to apply to drafted men assigned to duty with regular companies, and who are mustered upon the rolls of such companies, and nowhere else.
