Each Delegation is entitled to propose that a question shall be decided by a joint vote, and when communications have been three times exchanged without result, such pro posal can be no longer declined by the Delegation to which it is addressed. The Presidents on each side then arrange the time and place for a full sitting of both Delegations for the purpose of taking a joint vote.
