authorizing the commissioner of social services to establish and continue pilot projects in rural areas with underdeveloped human

limited to, case management services, emergency respite care, trans-
portation, security, a 24-hour a day hotline, available intensive
home-based family preservation service models with demonstrated ef-
fectiveness in reducing or avoiding the need for foster care place-
ment and whose performance indicates that their operation results in
lower costs than the foster care placement, substance and alcohol
abuse treatment programs, foster care and preventive services, child
and adult day care services, health and mental health programs,
domestic violence
