The appropriation made by chapter 53, section 1, of the laws of 1991, is amended and reappropriated to read:

For continuation of existing services and expenses or to award contracts for start-up of community based foster care and preventive services programs for children ... 1,300,000 (re. $1,300,000)

By chapter 53, section 1, of the laws of 1991, as amended by chapter 407, section 4, and chapter 408, section 2, of the laws of 1991: For services and expenses, including contractual services, relating to authorizing the commissioner of social services to establish and continue pilot projects in rural areas with underdeveloped human service delivery services [96,400] 77,120 ........ (re. $77,120) For services and expenses of contract with local social services districts or not-for-profit organizations for planning, development and operational costs associated with the establishment of a demonstration program of crisis intervention centers to provide for 24 hour a day comprehensive emergency services to families. Contractors should identify potential funding sources for additional operating costs which may include funds available through federal, state and local public assistance, mental health, preventive services or other social services or community assistance programs, identify any regulatory or other barriers to ensuring that services needed by families in crisis are readily accessible, and develop a plan to overcome such barriers. Notwithstanding any other provision of law to the contrary, participating governmental agencies shall have the authority to amend or waive administrative and accountability requirements pursuant to such approved plan, subject to the availability of federal financial participation.

The commissioner shall receive and may select proposals for such programs, subject to the availability of funds and with the approval of the director of the budget. Subject to the approval of the director of the budget, any federal funds applicable to expenditures made as a result of this appropriation may be made to the department or its contractors.
