Notwithstanding the provisions of paragraph d of subdivision one of section six thousand three hundred four of the education law, pursuant to such standards and regulations as shall be prescribed by the state university trustees or the board of trustees of the city university respectively, for college fiscal year nineteen hundred eighty-four--nineteen hundred eighty-five, tuition levels approved by the state university board of trustees above that allowable under such paragraph d for the nineteen hundred eighty-three--nineteen hundred eighty-four college fiscal year pursuant to chapter nine hundred eighty-seven of the laws of nineteen hundred eighty-three may be maintained at such levels. 16,281,700 Funds STRUCTURAL UNEMPLOYMENT VOCATIONAL RETRAINING PROGRAMS are provided for employer specific non-credit vocational training, including training which contains prevocational courses, for occupations where demand is increasing within the sponsorship area. The majority of the participants of such training programs shall be dislocated workers or marginally employed 300,000 Notwithstanding any other law, rule or regulation to the contrary, for state financial assistance for operating expenses for the community colleges of the city university of New York for that part of the city fiscal year beginning July first, nineteen hundred eighty-five to be paid during the state fiscal year beginning April first, nineteen hundred eighty-five, including expenses of such non-credit programs as the board of trustees of the city university of New York may determine eligible for state aid in the same manner as the state university board of trustees may determine such programs of the community colleges under its jurisdiction eligible for state aid, as provided for by article 126 of the education law and chapter three hundred thirty-two of the laws of nineteen hundred seventy-five, and including the expenses of baccalaureate programs at Medgar Evers College in (a) nursing, (b) medical services (pre-medical), (c) accounting and business, (d) competency based public administration, and (e) competency based teacher education. As regulations adopted by the board of trustees of the city university of New York pursuant to chapter three hundred thirty-two of the laws of nineteen hundred seventy-five and approved by the director of the budget provide for aid for students in technical and business programs, the total state aid paid may exceed the statutory limitations of one-third or two-fifths of operating costs of the colleges for the remainder of college fiscal year nineteen hundred eighty-five--eighty-six only if the amount of aid for students in technical and business programs would cause the statutory limitation to be exceeded. The amount that the total state aid may exceed the statutory limitation in such case shall not be greater than the amount of aid approved for students in technical and business programs. Notwithstanding any other provision of law, rule, or regulation, aid payable for the college fiscal year nineteen hundred eighty-five--eighty-six on the basis of fulltime equivalent enrollment shall be paid on a total enrollment to be the greater of (i) the actual FTE enrollment for college fiscal year nineteen hundred eighty-four--eighty-five or (ii) to be the sum of the following: fifty percent of the actual full-time equivalent enrollment for college fiscal year nineteen hundred eighty-four--eighty-five, plus thirty percent of the actual full-time equivalent enrollment for college fiscal year nineteen hundred eighty-three--eighty-four plus twenty percent of the actual full-time equivalent enrollment for college fiscal year nineteen hundred eighty-two--eighty-three.
