For services and expenses related to neighborhood preservation crime prevention programs for all state departments and agencies and

localities.

Not more than one hundred thousand ($100,000) shall be allocated to the Division of Criminal Justice Services for the administration of this program. Notwithstanding any other provisions of law, the director of the budget is hereby authorized to transfer to the local assistance account of the general fund for payment of state aid to localities in such amounts as he may deem necessary to carry out program requirements.

The moneys hereby appropriated shall be apportioned by the director of the budget pursuant to article 36 of the executive law; provided, however, that no funds shall be allocated for this purpose except upon notice to the chief executive officer of a municipality affected by such grant, and further provided, that no expenditure shall be made hereunder until a certificate of approval has been issued by the director of the budget and a copy of such certificate

the special parkway rehabilitation fund for the preparation of designs, plans, specifications, and estimates, for the acquisition of real property and for the construction, reconstruction or other improvements of the special parkways in Westchester county, and for the outstanding obligations of the East Hudson Parkway Authority incurred on or before November first, nineteen hundred seventy-nine.

No part of this appropriation shall be available for the purpose designated until a written agreement has been entered into between the commissioner of transportation and the director of the budget providing for the transfer of cash reserves from the special parkway rehabilitation fund to the general fund, and for repayment to the special parkway rehabilitation fund from the general fund of such amounts as may be required for the designated purposes as determined by the commissioner of transportation subject to the approval of the director of the budget.

To community facilities project guarantee fund for the purposes of the loan guarantee account. Notwithstanding any inconsistent provisions of law, law, the commissioner of social services shall be empowered to review all local consolidated services program plans and if any such plan includes provision for any service provided to a facility having a mortgage guaranteed by the community facilities project guarantee fund, may require a social services official to revise such plan in order to ensure adequate provision for the use of the facilities guaranteed by the communtiy facilities project guarantee fund so long as said facilities are in compliance with all program and financial standards established by the commissioner of social services. Notwithstanding any other provision of law, the comptroller shall deem the total of all funds herein appropriated to this fund to be a pooled sum available to satisfy in full the fund's obligation under any one or more of its guarantee agreements... 1,543,000 .
