The second panel of Table V-4 covers four Federal sources. Except for the Social Security Disability Determination Grant, each program is available only to state applicants. In each instance, the District is considered as if it were a state. The Foster Care Program is funded at an $8.2 million level in FY 1986; the FY 1987 level is proposed at $9.1 million. The Vocational Rehabilitation Basic Program is funded at an $8.0 million level in both FY 1986 and FY 1987. The Child Support Enforcement Grant Program is

funded at a $4.8 million level in FY 1986, and it is proposed to be funded at a $5.0 million level in FY 1987. The Social Security Disability Determination Grant

- at $4.6 million in both FY 1986 and FY 1987 not be affected by statehood.

Other Federal Program Support

Table V-5 covers other District of Columbia programs receiving Federal funding above the $500,000 level. The Air Pollution Control Program was funded in Fiscal Year 1986 at $513,000. The same level of funding is proposed for FY 1987. This is a Project Grant Program available to any municipal or state government. There is no question but that the District would be eligible for the program if it were a state. States may receive up to 75 per cent Federal funding, and other applicants may receive 66.7 per cent funding. If the District is now funded as a municipality, under statehood there could be increase in the maximum Federal funding available up to 75 per cent.

The University of the District of Columbia receives in FY 1986 funding of $994,000, with the same level proposed for FY 1987 for the D.C. Cooperative Extension Service. The payments are made to Land Grant colleges in 50 states and the District of Columbia. Statehood should have no impact on the funding of this program.

This is a project grant program. Applicants may be
municipal, intermunicipal, state or interstate agency
with legal responsibility for appropriate air pollution
planning development and establishment of air pollution
control activities and operation of activities.

State, interstate and intermunicipal programs with
an approved applicable state implementation plan may
receive up to 75% Federal funding; others may receive
66 2/3 funding.

If the District is funded as a municipality under this
program, under statehood there could be an increase in
maximum Federal funding available up to 75%.

Payments made to land grant colleges in 50 states and the District of Columbia.

All states and the District of Columbia are eligible for this formula grant program.
