The following communication was read:

NOGAES, A. T., February 7, 1895. Honorable A. J. Doran, President of Council, Phoenix, A. T. DEAR SIR: At a meeting of the Executive Committee, I was directed to extend to you, and the members of the Coun cil, an invitation to attend, in a body, the Grand Carnival to be held at Nogales, on the 24th, 25th and 26th of the current month. We shall feel honored if you will favor us with your presence on that occasion, to participate with us in the festivities, for which special preparations are being made by the Athetic Club, and other citizens of the Twin Cities.

Awaiting the favor of your reply, I have the honor to be, Yours very respectfully,

Upon motion of Davis, the invitation was referred to a Select Committee of three, to be appointed by the President, to look into the matter of transportation.

Mr. President announced the committee as follows: Davis, Scott and Dunlap.

priation be made in the sum of $....................... as required for the improvement of the building and for sewerage.

Mr. President-Your Committee on Territorial Affairs beg leave to report that they have examined the Biennial Report of Capitol Site Commissioners, and recommend that the Commissioners be required to serve without pay, and that suitable appropriation be made to care for the grounds.

A recess was taken until 11:30 A. M.

Upon reassembling, the Council adjourned until Feb. 15th, 1895, at 10 o'clock A. M.
