MISCELLANEOUS.

Althought the session is limited to sixty days, I believe you can complete the work before you in less time if every member will do his duty, and the various committees will push the bills committed to their care; in this the presiding officers can do much by keeping close watch on the respective committees and urging the prompt report of bills. It is a matter common to legislative bodies, and more especially to Territorial legislatures, that more work is accomplished during the last two weeks of the session than in the previous six. The result is

that much of the work is not as well and as carefully considered as it should be. The Executive is not given that time to which he is entitled for a careful examination of bills passed before signing them; therefore, I would urge that you push your work from the very opening of the session, so that undue haste on the closing day of the session may be avoided. This much you owe to yourselves as well as to those you represent.

Tendering you my earnest and diligent co-operation in your legislative duties, let us unite in asking Divine light and wisdom that we may pursue the plain path of duty in our efforts to promote the general welfare of the Territory.

Mr. Hunt of Gila County introduced Concurrent Resolution No. 5, as follows: Be it

Resolved, By the Hcuse. the Council concurring, that one thousand copies of the Governor's Message be printed.

Motion made by Mr. Herrick and seconded by Mr. Greenlaw that the above resolution be adopted.

Motion was adopted.

The following report was presented by the committee appointed to confer with a similar committee from the Council in reference to Joint Resolution No. 1:

Mr. Speaker-We, the undersigned Conference Committee on H. J. R: No. 1, beg leave to report as follows:

That the Council recedes from its amendment, changing the salary of the committee clerks from four dollars to five dollars, and that the House accepts the amendment of the Council employing one assistant Enrolling and Engrossing

Clerk at five dollars per day, and recommend the adoption of

the report.

A motion to reconsider the vote whereby the report of the Conference Committee on H. J. R. No. 1 was passed, was made by Mr. Herrick and carried.

Roll call was ordered on the adoption or H. J. R. No. I as amended and it was adopted by the following vote:

On motion of Mr. Marshall a temporary Engrossing and Enrolling Committee was appointed as follows:

On motion of Mr. Wright the rules were further suspended and C. J. R. No. I was read third time by title and placed on final passage, and passed by the following vote:

To the Honorable the Senate and House of Representatives in Congress Assembled:

Your Memorialists, the Eighteenth Legislative Assembly of the Terrftory of Arizona, now in session, respectively beg leave to represent to your Honorable bodies:

That Arizona has been in Territorial vassalage for nearly thirty years; that it has the wealth, the population, and that population the intelligence requisite to self-government; that the people of the Territory without regard to political affilia

tions are in favor of early admission to Statehood, and your Memorialists, earnestly pray that Arizon be speedily admitted to the Statehood of States.

Mr. Barnes of the Committee on Rules, submitted a partial report as follow:
