PHOENIX, Arizona, March 21, 1895.

To the Honorable the Legislative Council:

I have this day signed and approved Substitute Council Bill No. 20, an Act to protect the interests of live stock producers.

Council Bill No. 29, an Act to prescribe the manner of selecting and summoning Grand and Trial jurors for the District Courts, while exercising the the same jurisdiction as is vested in Circuit and District Courts of the United States.

Council Bill No. 87, an Act making provisions for the expenditure of money derived from the support of Indian prisoners, sentenced by Territorial Courts.

Council Bill No. 93, an Act relating to the qualification of electors in incorporated cities.

H. B. No. 92 was taken up: placed on final passage. Mr. Scott raised the point of order that the bill was not properly engrossed. Mr. President ruled that the point of order was not well taken, inasmuch that the Council ordered the bill to a third reading. Mr. Scott requested that the following protest be spread on the minutes. The request was granted:

Mr. President-I hereby enter my solemn protest against the ordering of a roll call on the passage of House bill No. 92, on the grounds that it is improperly engrossed, which makes it possible to change and alter the same as to amount of appropriation and other material particulars.
