And the said additional sum of fifty per centum shall be charged, collected, paid, and accounted for, in like manner, by the same officer, subject in all respects to the same regulations and provisions, and with the like fines, penalties, forfeitures, and remedies, for breaches of the law, as are provided for charging, collecting, and paying the original rates of postage to which the said sum of fifty per centum is hereby added and attached." A message from the House of Representatives informed the Senate that the House have passed the bill which originated in the Senate, entitled "An act to authorize the President of the United States to call upon the several States and Territories thereof for their respective quotas of eighty thousand four hundred and thirty militia, for the defence of the frontiers of the United States against invasion," with amendments, in which they request the concurrence of the Senate. They insist on their disagreement to the amendment of the Senate to the tenth section, and to the amendment striking out the twenty-fifth section of the bill, entitled "An act to provide additional revenues for defraying the expenses of Government and maintaining the public credit, by laying duties on spirits distilled within the United States, and by amending the act laying duties on licenses to distillers of spirituous liquors." They agree to the conference proposed on the subject, and have appointed managers on their part.
