House Bill No. 14, introduced by Mr. Bernard of Pima County, entitled "An Act, to prohibit the selling, disposing of or administering Narcotics", under suspension of the rules, read first time by number and title only and laid over one day.

The Senate convened at 10 o'clock A. M., President Winsor in the chair.

Roll call showed the following:

Prayer was offered by the Rev. Eugene E. Williams.

The minutes of January 25 were read and approved.

The President announced that the Committee on Investigation of Lyman Dam would be composed of the following: Senators Pierce, Claypool and Sims.

The President announced, that the time for re-consideration having elapsed, the following appointments will stand confirmed:

Lou Charlebois, Wm. Morgan and Ira Brown as members of the Sheep Sanitory Commission.

Dr. F. T. Fahlen as State Superintendent of Public Health.

A communication from Wayne Hubbs, State Treasurer, relating to a meeting of the Loan Board on January 24th, was read and, together with report attached thereto, was referred to Committee on Finance.

The President announced, that without objection, the Secretary of the Senate would be instructed to have twenty copies of the above mentioned communication typed for the use of the Senators.

A communication from the Brotherhood of Railroad Trainmen, requesting an appropriation to enable Corporation Commission to carry out provisions of Paragraph 2320 of Revised Statutes of Arizona, was read and referred to Committee on Corporations.

At the request of Senator St. Charles, a newspaper clipping relating to the ratification of Colorado River compact by the assembly of the Nevada legislature, was read and referred to Committee on Agriculture and Irrigation.

Senate Bill No. 10, introduced by Senator Roberts of Cochise,, relating to "Official Bonds", was referred to the Committee on Style, Revision and Compilation.

Moved by Senator Roberts, duly seconded and carried, that Committee of the Whole report with respect to Senate Bill No. 9, relating to "Official Oaths", be adopted.

Senate Bill No. 9, introduced by Senator Roberts of Cochise, relating to "Official Oaths", was referred to Committee on Style, Revision and Compilation.

Moved by Senator Claypool, duly seconded and carried, that Committee of the Whole report with respect to Senate Bill No. 14, relating to countersigning of state warrants, be adopted.

Senate Bill No. 14, introduced by Senator W. D. Claypool, relating to countersigning of state warrants, was referred to Committee on Style, Revision and Compilation.

Moved by Senator Kimball, duly seconded and carried, that Committee of the Whole report with respect to Senate Bill No. 16, relating to No-fence Districts, be adopted.

Moved by Senator Roberts, duly seconded and carried, that Substitute Senate Bill No. 19, relating to Appointment of Relatives to Office, be substituted for original Senate Bill No. 19.

Moved by Senator Sims, duly seconded, that Substitute Senate Bill No. 19 be amended as follows: By striking out Section 6. Carried.

Moved by Senator Sims, duly seconded, that the further recommendations of the Committee of the Whole with respect to Substitute Senate Bill No. 19, be adopted. Carried.

Substitute Senate Bill No. 19, introduced by Senator Roberts of Cochise, relating to Appointment of Relatives to Office, was referred to Committee on Style, Revision and Compilation.

Committee of the Whole report of January 24 was considered section by section and acted upon as follows:

Upon motion of Senator Sims, duly seconded and carried, Senate Bill No. 33, introduced by Senator Rutherford of Yavapai, relating to Water Commissioner, will retain its place on the calendar of the Senate.

At 2:17 o'clock P. M., moved by Senator Roberts, duly seconded and carried, the Senate resolved itself into Committee of the Whole for consideration of bills on the calendar, Senator Campbell in the chair.

At 2:30 o'clock P. M., President Winsor resumed the chair and declared the Senate in session.

The Committee of the Whole reported progress and asked leave to file written report later.
