United States, any civil government which may exist therein shall be deemed provisional only, and in all respects subject to the paramount authority of the United States at any time to abolish, modity, control, or supersede the same; and in all elections to any office under such provisional governments all persons shall be entitled to vote, and none others, who are entitled to vote under the fifth section of this act; and no person shall be eligible to any office under any such provisional governments who would be disqualified from holding office under the provisions of the third article of said constitutional amendment.

The Senate having proceeded, in pursuance of the Constitution, to reconsider the bili entitled "An act to provide for the more efficient government of the rebel States," returned to the House of Representatives by the President of the United with his objections, and sent by the Hou: e of Representatives to the Senate with the message of the President r‹turning the bill,

Resolved, That the bill do pass, two-thirds of the Senate agreeing to pass the same.

II.. In pursuance of the act of Congress entitled An act to provide for the more efficient government of the rebel States," the President directs the following assignments to be made:

First District, State of Virginia, to be commanded by Brevet Major General J. M. SCHOFIELD. Headquarters, Richmond, Va.

Second District, consisting of North Carolina and South Carolina, to be commanded by Major General D. E. SICKLES. Headquarters, Columbia, S. C.

Third District, consisting of the States of Georgia, Florida, and Alabama, to be commanded by Major General G. H. THOMAS. Headquar ters, Montgomery, Ala.

Fourth District, consisting of the States of Mississippi and Arkansas, to be commanded by Brevet Major General E. O. C. ORD. Headquarters, Vicksburg, Miss.

Fifth District, consisting of the States of Louisiana and Texas, to be commanded by Major General P. H SHERIDAN. Headquarters, New Orleans, La.

The powers of Departmental Commanders are hereby delegated to the above-named District Commanders.

The following Resolution of Congress is published for the information and government of all concerned:

[PRIVATE RESOLUTION-No. 12.]

JOINT RESOLUTION authorizing the Secretary of War to adjust and settle the claim of D. Randolph Martin, assignee of the Washington, Alexandria, and GeorgeGeorgetown Railroad Company.

Be it resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of War be, and he is hereby, authorized to adjust and settle the claim of D. Randolph Martin, assignee of the Washington, Alexandria, and Georgetown Railroad Company, for the use and occupation of the road of said company by the United States from and after the eleventh day of January, eighteen hundred and sixty-two, until August, eighteen hundred and sixty-five, and to pay said Martin such sum as may be found equitably due for such use and occupation.

The following Resolution of Congress is published for the information and government of all concerned:

[PUBLIC RESOLUTION-No. 22.]

JOINT RESOLUTION to extend the time for the use of certain vessels for quarantine purposes at the port of New York.

Be it resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the authority conferred by joint resolution of March twenty-fourth, eighteen hundred and sixtysix, upon the Secretary of War and the Secretary of the Navy, respectively, to place, in their discretion, gratuitously, at the disposal of the commissioners of quarantine, or the proper authorities of any of the ports of the United States, to be used by them temporarily for quarantine purposes, such vessels or hulks belonging to the United States as are not required for other uses, be continued for two years after the passage of this joint resolution.
